Records & Information Analyst

Major Responsibilities:
Reporting to the Manager, Policies, Programs and Standards, the Records and Information Management (RIM) Analyst is responsible for providing expertise in the design, development, implementation, monitoring and evaluation of RIM policies, systems, standards and practices to enable the corporation to manage its records and information holdings in a cost effective and coordinated manner throughout their entire life cycle with due regard for information security, organizational accountability, program/service delivery, legislation, economy and efficiency. The RIM Analyst will: 
* Researches and analyzes RIM issues/needs and develops solutions including best practices processes 
* Writes reports, training, information materials and supports the development of online manual on RIM policies and procedures 
* Facilitates client group meetings to obtain input into the development and evaluation of policies, standards and practices and collaborate toward consensual solutions and outputs 
* Supports the development and implementation of RIM strategies and plans 
* Supports the initiatives of the corporate Information Management Framework Steering Group 
* Provides consulting services to City of Toronto Boards and Agencies on record management policies, procedures and practices 
* Advises and engages in the design, development and auditing of manual or automated records and information management systems for collecting, processing, storing, retrieving, and protecting records and information for all City divisions 
* Develops, organizes and conducts seminars, presentations and learning and development sessions for records management staff 
* Monitors records management practices in the divisions for compliance with established policies and procedures 
* Recommends the design of records management forms to ensure proper analysis, and data capture of information assets and holdings 
* Researches and makes recommendations on technological developments and the selection and acquisition of information management, retrieval and storage tools 
* Develops and monitors tools for measuring the currency and usage of information and overall effectiveness of information delivery 
* Liaises with the Senior Records Analyst, Records Retention on the development of retention schedules 
* Liaises with the Senior Records Analyst, Documentation and Classification in the further development of the City's records classification system and inventory gathering processes 
* Assists in the development of responses to requests for records in response to audits, investigations and in support of management information needs

Key Qualifications:
1.	Progressively responsible experience in the records and information management environment, including planning, project management and policy development experience. 
2.	Experience with project management and working in cross-functional teams. 
3.	Preferred Master of Library and Information Studies or related discipline or experience. 
4.	Knowledge of: 
o Records and information management theories, principles, practices, methods and techniques related to systems, including life cycle management of multi-media information and documentation. 
o Record keeping issues, emerging trends and technologies. 
o Legislation related to the management of municipal government records, including MFIPPA (Municipal Freedom of Information and Protection of Personal Privacy Act) obligations and restrictions respecting disclosure of business and professional information. 
o Information security principles and information architecture with a working knowledge of enterprise content management. 
o Records and information management best practices, international standards and guidelines with working knowledge of ISO 15489 and CGSB 72.34 
o Current state of the art in metadata classification. 
o Structure, accountabilities, jurisdictions and processes of municipal government. 
o Organization, mandate, business lines, functions, and strategic priorities and direction of the divisions of the corporation. 
o Project management principles and practices. 
o Planning and policy development processes. 
5.	Excellent verbal and written communications skills. Ability to communicate with various staff at various levels of the organization (including executive management). 
6.	Excellent organization, planning and time management skills. 
7.	Ability to maintain confidentiality of sensitive information. 
8.	Ability to produce quality work in tight deadlines. 
9.	Ability to work independently in a team environment. 
10.	Advanced knowledge of office automation tools such as MS Word and Excel. 
11.	Knowledge of Hummingbird Enterprise, Livelink, Domino and MS Access an asset. 
12.	Knowledge of municipal business operations.
