<I was curious to know if there has ever been any discussion about
coming up with a dual certification or an Archives and Records
Management Institute type of thing where people could take an advanced
certification in both either via correspondence courses resembling Open
University's method or some variance.>

I don't know what the qualifications or testing methods are for the CA,
but the CRM qualifications to be approved to test are based on a
combination of formal college/university education and experience in the
RIM field.  One is tested via 6 exams on a body of knowledge, not
coursework, so there are no courses or classes one can take to "learn"
the material on a test prior to taking it.  There are, of course,
seminars, workshops, classes and even graduate degree work that impart
some of the body of knowledge which is helpful.  And there is published
material which is also helpful.  But one does not take a course or a
group of courses and then take an exam to earn the CRM designation.
