Assuming (ouch!) you've already determined that the "records" must be
maintained to support some aspect of the work performed, a contractual
obligation, or regulation for a period of time that would support a need
to retrieve them in the future beyond the reasonable capability of the
existing media, it seems that in the big picture, it's all coming out of
the same bucket, but I understand departmental budget battles.  A
decision needs to be made by management that if the engineering group is
responsible for maintaining the records they create, wether for
customers or an in-house operation, or if it's a records management
issue.  Either way, someone's budget goes up.  Part of the cost of doing
business.
