Joanne, as you begin to provide and expand your services, people will
come to rely on you.  Gradually you will build trust and credibility,
and with that you will have a better chance of prevailing on policy
questions.  Carrots, then sticks.  You can do things on a limited scale
without immediate backing from management, it will just take longer.

You should get a clarification from your manager what they expect of
you.  It will definitely help to have an idea of when you can and cannot
expect that person to go to bat for you.
