I would suggest that the dude review Mark Langemo's Winning Strategies for 
Successful Records Management Programs, (especially chapters 4 - 6).   I 
was using it for a training session recently and was reminded how basic, 
but "right on" the information is.  Dr. Langemo lists all the main points 
to developing a RM program.  These could be used as benchmarks and a time 
frame applied.
