Well, since I started this lemme go ahead and weigh in real quick - my own
opinion and nothing I've discussed with nor am proposing on behalf of ARMA
or its BOD. 

I'd love to see someone do this - whether it's ARMA, the ICRM
(ProfessioNotes could certainly be expanded - problem would be getting
qualified volunteers to review, same as with ARMA), or even an independent
effort. And it could certainly be an online-only pub - that seems to be the
wave of the future not just for academic journals but many trade
publications as well. 

In an ideal world, access to the articles would free - no registration
required, no payment required, etc. Authors would be doing it to further
their research and the profession, to get (or keep) their names out there,
to "give back", whatever. That's one of the problems with so many of the
journals listed - if you aren't a member or in academia with access to e.g.
Emerald Insight, ABI/Global, etc., or willing to pay $10+/article you'll
never see them which defeats the purpose. 

I'm willing to do an awful lot of heavy lifting in this area in terms of
hosting, editing, reviewing, reformatting for online, link-checking, etc. if
there is sufficient interest. 

Did I mention this is my own opinion and nothing to do with anyone else
including but not limited to my employer and the BOD I serve on? Just
checking.
