well that sad part is that with regards to the federal sector it is
extremely difficult to eliminate the bad eggs from the good eggs. and I've
seen it from the inside.

of course they must be doing something right if this is going on

and no business doesn't do everything correctly, but business does have an
incentive to get things right because if they don't they lose customers and
eventually go out of business. the government doesn't have any such
incentives
