I agree with your frustration. I think the only way Records Managers can begin to combat this mentatlity is to make sure that we continue to remind everyone, especially, our management,  that although only certain items are official records which have defined retention requirements per the RRS, that all records (generally, all information which pertains to company business) must be managed because it is all subject to e-discovery (in the private sector) and also to open records for the public sector.  The bigger the haystack, the more work for the "farmers, (i.e. attorneys)", who by the way don't usually charge minimum wage to winnow the wheat from the chaff.
