The primary problem here (with content getting out) isn't the
'classification system', it's PEOPLE... individuals were actively defeating
the systems where they are employed and gathering this information, then
making it available for Wikileaks to expose it.

These may be Federal employees or Contractors who had access to classified
content, then figured some way of copying content to removable media or
transmitting it outside of their system to a private account.  In any case,
it's more 'social engineering' that needs work than 'classification systems'.  

Heads should roll here, and if they're able to find the people responsible
for leaking the content, they'll make examples of them.  The penalties are
stiff- not just loss of employment, but prison time.
