It makes more sense to file Corporate Minutes records along with all the other documents related to a particular meeting by the meeting date (thus providing a record of that event in a normal context).  The minutes could use metadata to reflected the approval date (even to amending the name of the document to include the approval date).  Since the recordkeeping process is based around the meeting schedule, it seems that capturing that additional information should just be incorporated into the business process.
