You may want to refer to Candian General Standards Board CAN/CGSB 72.11-
93, Microfilm and Electronic Images as Documentary Evidence.  It is fairly old 
(18 years) but provides for basic protocols that ensure that a program that 
migrates records to an electronic copy can withstand scrutiny in court.
