I think I can say factually that I have been in more vaults and file rooms than anyone (not the same one each day but a multitude of various types.) and those step devices are dangerous. If you view an area with them you can see many bent shelfs as people try to stabilize themselves and bend the shelves down. 

They are even more dangerous if the floor has just been waxed.

Most businesses and landlords have no idea of how vulnerable they are should an employee be hurt using one.  They would be liable for far more than just the workmens comp time. 

Falls from these things still means your head is coming to the floor from a height of at least 6 feet. A fall from 10 feet is life-threatening said my Doctor after I fractured my skull, cracked one vertebra and compressed another.  Although I will admit the three months in the neck brace did wonders for my posture.
