Thanks Tod! This is probably how this gets solved...the records piece has
metadata, the rights piece has its own metadata, and they work
independently.
This is actually a hypothetical...we don't have any specific products that we
use, although I had one in mind when I asked the question. Assuming all the
products work together and play nice, my assumption is that a record can still
be put on hold or disposed of, even if there are rights assigned to the record.
