In addition, the initial scan may not capture each document or file, and the
information capture may require more data entry/abstracting than scanning.
We are replicating our previous paper file management - files get
captured/scanned when the client reactivates. This means retaining all paper
files for 10 years, during which time files can be reactivated and scanned
into the system. After 10 years, the remaining client files will have
exceeded their minimum retention of 6 years after last service and can be
recycled (the 4 year difference relates to transitional issues, department
wide deployment schedules, comfort levels, etc...).

Folks underestimating the amount of time it takes to capture information
from hard copy? I'm shocked... shocked!!!!
