I think that a dashboard is not a record.  It's similar to a "to-do" list, which doesn't qualify as a record where I work.  Presumably the process (e.g., workflow) that loads tasks onto a dashboard would retain the audit trail of the tasks created, and how they were acted upon or disposed of.  That audit trail would be the record.
