If the 25 year old with a BA in English lit with 1.5 years experience can pass the exam, then I'd say that person is qualified.  The standards are being updated, the exam questions are not.  That English lit major still has to answer 70% of the questions correctly and write two well developed essays to demonstrate his or her competency .
