Is it not out of compliance only if your standard practice, policy, procedures and guidelines call for destruction at end of life?

For example, a good number of University Records at end of life are "disposed" to the archive rather than the trash.  These are essentially re-classified as historical artifacts.  They are no longer business records which is why the Archivists have such freedom to grant such access . . .

I don't know about the reclassification as non-record, but I can see a case for a reclass into some form of reference material.  That is what the review for historical value at the end of life is for.

I too am wearing a flame suit . . .
