and it is up to each state to define for their purposes what is public and
isn't public. We tend to forget at times that each state has their own
constitution, laws and regulations. it is what makes this country unique to
some extent.
we can discuss all we want as to what constitutes a public record, but it
all comes down to what the state we live in defines it as.
Technology such as email, text messages, social media, etc are nothing more
than means by which to spread information.
