I would think your definition of Private and Confidential will have the most impact on your entire RIM.  From our  prospective in my little world Confidential means it contains sensitive data/information such as contract costs, wage/earnings projections, etc and is accessible on a need to know basis or to a very limited group.  Private on the other hand is not one of our terms but in essence any and all personnel records including medical and security background  information would be private and the control of those files are very strict and tight.  The medical records have their own set of rules, personnel have another, and security has a third but all fall under the private umbrella.
