Why doesn't the government just put up their own infrastructure, provide the employees that need them with a secure device and then manage the text messages, calls, pictures whatever, as they should be managed? Certainly the messages being sent could be stored by phone number, individuals names etc. that would provide a way for them to be managed. They could use the Capstone approach to start with. Or another thought would be just go to the NSA, they probably have it.
