 You’d think the fix is in when it comes to the Obama Presidential Library
winding up in Chicago.

 But if it’s actually a fair and square competition, Monday brought more
relevant details on the proposal of Chicago, the seeming frontrunner in a
battle with the chief rival, New York.

 Thursday is a big day in the whole administrative process of deciding
where to locate the privately funded enterprise. That’s the deadline for
formal proposals to the Barack Obama Foundation.
