I believe it is much simpler than that.  The content contains no hidden technology.  However, the medium of the records nearly always contains a catalyst capable of initiating reactions in other entities.

I believe the catalyst effect is what makes folks squawk when the records are (please choose all that apply):

 - disclosed
 - destroyed
 - restricted
 - damaged
 - lost
 - used
 - quoted
 - copied
 - ignored
 - dismissed

Pretty powerful stuff.
