Hi Gene,

The issue with replacing the sprinkler heads is that they open (to let the water flow) when a "fusible element" melts due to heat from the fire.

Once open, the sprinkler head STAYS OPEN, so unless you shut off the supply of water, it keeps flowing, potentially causing additional water damage.

We won't really know what decisions the FDNY or the building operators on site made until the investigation is complete. I suspect the U.S. Fire Administration (a division of FEMA--see http://www.usfa.fema.gov/about/index.html) will be involved in this one, as its studies in this specialised area are a bit long in the tooth.
