There is no simple answer to your questions because there are so many
variables involved in your situation.  In general terms your decision will
be based on space availability and the frequency of access - or a balance
between space efficiency and ease of access that meets the needs of your
organization.  To randomly leave empty boxes in a space does not seem very
efficient unless you have some metrics to indicate how likely and/or
soon those empty spaces may be filled.  Also, consider a random filing
arrangement of boxes - if boxes are your best choice - rather than leaving
empty spaces.​
