The FY 2016 NITRD Supplement to the President's Budget has been released.
You can find a copy here:
https://www.nitrd.gov/Publications/PublicationDetail.aspx?pubid=55

The annual NITRD Supplements present interagency strategic priorities
underlying the annual budget request for interagency planning and
coordination activities by participating NITRD agencies. The NITRD Program
is a unique collaboration of more than a dozen Federal agencies that
support Research and Development (R&D) activities in the Federal
government. It is the Nation's primary source of Federally funded
revolutionary breakthroughs in advanced information technologies such as
computing, networking, and software.

NARA has been an invited participant in the activities of the NITRD Program
since 2003. In 2007 NARA became a full member of the Program. Participation
in the NITRD program has allowed NARA to shape and leverage the substantial
research and development efforts of other NITRD Federal agencies. At the
same time NARA participation contributes to NITRD strategic priorities by
raising awareness across the Federal Government of the importance of
finding ways to address issues related to the management, preservation, and
access to electronic records and digital data.

On pages 34 through 38 and page 53 of this supplement you will find
information about the priorities closely aligned with NARA's mission and
the interests of archivists and records managers in general. On page 36
there is a specific reference to the Presidential Records Management
Directive (aka the Managing Government Records Directive).
