check out the Native American Archives Roundtable of the Society of American
Archivists (SAA): 
http://www2.archivists.org/groups/native-american-archives-roundtable 

I am sure that some of their members also have responsibility for records
management.

You do not have to be a member of SAA to join the roundtable.
