I would include everyone that you would normally have on a records
management steering committee:  HR, IT (CIO and ISO), Legal, Tax,
Legal/Compliance, F&A, Operations (depend on your organization's
mission).  Make sure the members can speak for their department heads,
have some understanding of the business processes of their specific
department as well as records and data they create and
regulations/compliance rules that they must follow....
