Perspective is always a good thing to  consider. the billion emails
mentioned in the IG report are not ones coming into the agency but rather
ones being GENERATED/SENT by the agency. but the real fun is when you go to
Appendix C of the report and see how many emails at embassies and
consulates for 2013 were considered/classified as records.. These emails
originated from the facilities. a grand total of 34K+ emails were
identified as records for the ENTIRE year. Appendix D lists the record
emails use originating in DC by Bureau of domestic entities. Total? 7440
