Many of the patrons using the Reading Room are attorneys in on going
lawsuits. We found that attorneys were using the log to see if their
opponents had been in and then asking what there opponents had requested.
This included the attorneys within the agency which made the Reading Room
staff uncomfortable since the records are open to the public.

Other patrons were concerned about giving out phone numbers or email
addresses for fear of spam or harassment (either by others or even by the
agency).

We looked out our processes and found that we had very little business need
to gather the information or maintain the logs. Instead we just maintained
a head-count for number of visits to document that the room was being used.
