According to State Department policy, any email that includes information
about the organization, functions, policies, decisions, procedures or
operations should be preserved as an "email record," but employees at the
department overwhelmingly lack the guidance and training to properly
preserve email records. Oversight, not a lack of tools, is the primary
culprit, finds the State Department Inspector General.

In 2009, the department rolled out its State Messaging and Archive
Retrieval Toolset, or SMART, which allowed cables and emails to be
preserved as records through Microsoft Outlook. But employees have not
received adequate training or guidance on their responsibility to use
SMART, said the recently released report [.pdf
