Every March, proponents of government transparency celebrate "Sunshine
Week," inspired by Justice Brandeis' famous adage that"[s]unlight is the
best disinfectant."1 This March, it's hard to believe the occasion wasn't
met with a collective shrug and eye roll, as transparency scandal piled
upon transparency scandal at both the federal and state level.

Earlier in the month, The New York Times revealed that former Secretary of
State Hillary Clinton used a private email account for government business
during her tenure as Secretary of State. Clinton justified mingling her
government and personal emails as a matter of "convenience," turned over
55,000 pages of emails she deemed work-related, and promptly deleted about
30,000 emails that she deemed purely personal.2
