Really interesting, Merlyn.  I also heard a story not long ago on NPR about how much of a difference it makes when consumers don't sort their recycling properly or include items that should not be in the recycle bins.  It slows things down at the recycling facilities tremendously when they have to stop machines to pull out items that shouldn't be there (I believe plastic grocery bags were particularly bad - they gummed up the works regularly), which makes the process more expensive.  So, it's important to follow your city's guidelines too.
