WASHINGTON — The State Department provided an “inaccurate or incomplete”
response when a watchdog group asked in 2012 whether Hillary Clinton had
used any alternate email accounts, saying it had no relevant records, even
though dozens of top officials knew that she relied on a private email
address for official communications, an independent investigator reported
Thursday.

After the group, Citizens for Responsibility and Ethics in Washington,
filed its request for public records on Mrs. Clinton’s email use as
secretary of state, the department told the organization in May 2013 that
“no records responsive to your request were located,” according to the
department’s inspector general.

Secretary of State Hillary Clinton’s top aides knew about her secret email
account but allowed the department to mislead the public about its
existence, an inspector general said in a report Thursday that found
widespread problems with transparency during Mrs. Clinton’s tenure.

What exactly Hillary Clinton may have done wrong regarding her email use
while serving as secretary of State from 2009 to 2013 has been the subject
of a numbing bureaucratic back-and-forth between the State Department and
the Office of the Director of National Intelligence (ODNI) for most of
2015. The State Department recently released the seventh tranche of her
emails in a batch of eight court-ordered releases before the end of January.
