We are starting to work with our IT Project Management Office on identifying and addressing records management and information security issues/needs up front so that they can be incorporated and addressed in the project, with appropriate documentation at project close. We are thinking of creating a checklist for the PMO/business users to complete at project initiation and close. This would include common RIM considerations and hopefully identify potential RIM/security issues, as well as document how they were addressed through the project (or work that needs to be done) at project close.

By "IT Project," do you mean the design/development of a computer application and also the acquisition of a computer application?
If so, I would document that (1) a record series has been assigned to the application, (2) the Functional/Non-Functional requirements include that the application has the functionality to comply with the retention requirement of the assigned record series, and (3) the functionality has been validated through testing.
