A bit of background, I have experience as a municipal records administrator and archivist and currently work with federal clients who have certain records designated permanent and have conceptual processes in place to declare certain records "significant" and placing them in permanent retention requirements.

A couple things that come to mind.

1.      Are there any rules on this set by the state?  They may create records series, but as you note it is up to the department to determine what series to apply to what records

2.      Are there any similar records to compare them to to determine if they are in the right series?

3.      Are there any pending or anticipated actions that might bring a litigation hold on them (not that it would matter in a permanent series) but if they were downgraded...?

4.      Is there a county archivist/historian that might be able to appraise the value as permanent or not?

5.      Perhaps there could be a compromise? Are there any parts of the files that are less significant and could be disposed of to reduce the corpus while preserving that which may have more value?
