As FYI, some "read more about it" links about Federal historians' records
content analysis for historical use in external and internal products.
 (The latter may be more far ranging and cover sensitive areas not
addressed externally.) This supplements what the Office of Personnel
Management states in its 170 position classification standard on "critical
evaluation of evidence" for "validity" and "establishing historical facts"
(Pages 2 and 3 of the OPM link I shared yesterday in my message about
Scope.)

This examination differs functionally from authentication of records (RM).

Among other elements, OPM points in evaluating the content of materials to
the historian's consideration of the situation of the writer/speaker.  It
refers to factual analysis but also situational soft skill assessments of
"personality" and the "dynamic nature of human experience."  Some of this
will be familiar to those of you who work with Inspectors General and
officials in related functions where standards for evaluation of evidence
include consideration of competence, knowledge, effect of management
position on ability to speak freely or not, and the presence or absence of
intimidation.
