‎Jeff, I think Pilar's advice is right on the money.

That said, I'm assuming your description "old paper files" means they are not likely of much value.

If, however, that assumption is incorrect and the files in question have, or could have, substantial value, you might want to put together a more elaborate QC program.

Subject: Sample Size for ECM Audit

There are some old paper files in my office that pre-dates my time as the 
Records Manager at my firm. I believe that most of these have been 
scanned into our ECM, but I'd like to do a random sampling to confirm that 
these files have been digitized. What percentage is a good size for this 
type of audit?
