Gut reaction?

In reading the balance of the page, it sounds as though a lot of their
"stuff" has been going to offsite providers, and they MAY be approaching
capacity in the State Record Center.

Given they have in-force contracts good through March 2019, they may have
also done a cost/benefit analysis and determined that they can get the
same/similar services for equal or better than "labor plus burden costs" of
the state workers staffing the records center.

Who knows, only the people who didn't give (as Paul Harvey used to say)
"The Rest of the Story"... and they aren't talking.
