As Glenn has pointed out the terms are defined quite differently by
different people there is no 'standard' definition of what these terms
mean.  

What is most important is that whatever definition you use, you are
clear about what it means to you and your organization, and then be
consistent with it's use.  

Bear in mind though that many users simply do not care whether you call
it a file plan or a classification system - in my experience most users
prefer the term file plan because its more accessible, calling it a
classification schema makes their head hurt before they even see it!
