storing them in-house, unless you have severe volumes of infrequently
accessed information with seriously long retention periods.>

We have a different view on this.  With strict parameters for placing
paper records in storage, monitoring and review procedures prior to
physically transferring the boxes to storage, and strict adherence to
the retention/disposition schedule, we can control the use of inactive
paper storage.  We are a small organization compared to many, but our
use of paper records storage decreases in volume each year due to
increased use of electronic records.  I have been using a commercial
records center for 15 years.  Currently, I have an $11,000 annual budget
for inactive records storage.  I could not establish, furnish, secure,
and staff an inactive records center for that cost.  I could not even
run an existing established, furnished, and secured center for that
cost.  So outsourcing is our most cost efficient method.
