Centric and a program developed by NARA.

I have the CRM and I went through the NARA certificate program for
Federal Records Management. The NARA program consists of five courses
that have open book tests after the on-site training. The tests are
taken from your home/work site.

Federal employees, based on attending certain required training
courses.
I am not sure if there are exams.
