Lots of discussion about certificate vs. certification in the list archives
(http://lists.ufl.edu/archives/recmgmt-l.html), so I won't beat the drum any
further, but I did think it was interesting that the links Peter included
refer to the certificate program as a certification over and over again.
That said, I suspect NARA and the US Federal government have bigger fish to
fry than correcting terms usage. 

The certificate program itself seems to be pretty well tailored to US
Federal records-related regulations, so it may be of some but limited value
outside that milieu.
