The practice of checking out files to attorneys that Tim reports was not
unique to Mississippi.  Counties all over Texas have cards showing that
cases were checked out to attorneys in the distant past.

It was never a good practice but in small town pre-photocopier America it
was understandable.  There is no reason for it now, however.
