I would submit that if you are using electronic equipment which is owned by
your corporation, city, company, business or department that they have the
right to monitor how it is being used.  This would be governed by policies,
standards and guidelines which are published and known to employees.  There
would also be penalties for unauthorized use or abuse.  I also agree that
the use of such equipment would be subject to various types of legislation
like ATIP, Privacy, Security etc.  I too have read extensively the debate
about putting hidden cameras in places like washrooms, change rooms etc.
Just look at the recent debates with the camera phones! A question for you?
What is the dividing line between the employers right to know and the
privacy of the individual? I think that in many cases common sense should
prevail.
