In a nutshell:

My office, Records Management Services for the Oregon University System (Chancellor's Office and liaison with State Archives and consultant for the university system), has recently been moved from the CIO back to the Secretary of the Board of Higher Education.  In short, our IT function was outsourced to one of the large universities, so our CIO no longer had an IT operation to manage.  The Board Secretary has changed to more of a policy driver as evidenced by the hiring of a lawyer for the position.
