I find it interesting, as in all the years I have been a practitioner in RIM
this is the one question that always seems to come up and makes media
headlines, "What records can the public access?"  To respond to this
question, one would have to define:
1. What is the definition of a corporate record?
2. What corporate records can be accessed and why?
3. What corporate records cannot be accessed and why not?
4. What constitutes private or personal records and why?
5. What records are considered personal and why?
6. What records are considered administrative?
7. What records are considered operational?
8. Why are records deemed to be confidential/secret etc. and why?

There are other questions, but in order to grant or deny access to corporate
records these questions would have to be answered, as gone are the days when
an organization can just say "no", especially in the public sector.

Our IM Policy states, among other things, that information must be
effectively managed and safeguarded throughout its life cycle from creation,
collection, organization, maintenance, sharing, access and use to final
disposal based on legislative and business requirements.

It states that we must manage information throughout its life cycle
regardless of medium or format and, maintain and preserve the information in
a manner that is secure and retains its authenticity and integrity for as
long as it is required.

We must manage access to information in conformity with the requirements of
the Access to Information Act, the Privacy Act and other pertinent
legislation, while ensuring its protection and confidentiality in a manner
that maintains and strengthens public trust

It also states that we must provide decision-makers, employees, partners and
the public with authentic, secure, timely and appropriate access to quality
information while preserving security and to the extent authorized by law

With regards to retention and disposition we must:

1. ensure reliable access to all information of enduring value and for the
preservation of historical records, based on the National Archives of Canada
and the National Library of Canada Acts and specific Agency business
requirements; and
2. eliminate unnecessary retention of information.  The CRA must ensure that
all information under its control with the exception of transitory
information is scheduled for retention and disposition.  Information must be
disposed of according to disposition authorities and schedules, and in
accordance with the Privacy Act, provided its availability is no longer
required to meet other legislative requirements

Finally, while maintaining the confidentiality and privacy requirements of
the information under its control, the Agency is committed to responding to
the information needs of citizens and serving public interest.  For their
part, citizens expect the Agency's information and services to be easy to
locate, complete and integral, and easy to understand and use.

They also expect to have a choice in how they access information and
services.  In addition, citizens require the Agency to provide affordable
and cost-effective information programs and services and to provide
safeguards for protecting and preserving the information.

To achieve program and service delivery in an integrated and citizen-focused
manner, the CRA will:
(a)     ensure the consistency and availability of information across all
service delivery channels while respecting citizen preference;
(b)     organize information to provide clarity, context and access to
ensure the delivery of comprehensive services for the public;
(c)     ensure consistency with other federal government Departments;
(d)     expedite and document decisions and related accountabilities;
(e)     ensure security and protection of personal information;
(f)     avoid unnecessary impositions on citizens and employees by re-using
and sharing information to the greatest extent possible based on legislative
requirements; and
(g)     inform the public by effectively disseminating quality, clear and
complete information under the Agency's control.

In closing, it really is a "balancing act".  We must try to balance the
public's right or need to know while at the same time ensuring the
protection, privacy and protection of their information.
