How long are the records to be retained?
How often are they accessed?
How many people need to see the documents at the same time?
How many index points will you need (5, 10, 15)?
Have you considered the cost of migration?
How rapidly do you need to access the records? if 24 or 48 hours is sufficient why scan at all?
What about initial hardware costs and upgrades?
What will happen to the paper after imaging is completed?
does the firm have sufficient bandwidth to support the images?
Who will do the scanning day forward? staff or contractor?
these are just a few questions that I would ask
