I do not recommend permanent retention for records of disposal.  I
believe (I am not an attorney...) that the purpose of retaining the
disposal records is 1.) to account for recently disposed records and
2.)
to prove that the disposals were accomplished in the normal course of
business.

Ten years worth of disposal records generally would to be enough to
satisfy either purpose.
