The site is authentic but it is aimed at land-line phones. There will not
be a published directory of cell phone numbers. There is a project in the
works for a reverse 411 program but this directory will not be made
available to telemarketers. http://www.snopes.com is a good site to check
to verify whether or not something is authentic or just an urban legend.

Subject: Cell Phones - Do Not Call List
I received the following note from a friend; he forwarded it from someone
who sent it to him. I am very suspicious of this. I wonder if it is really
valid, or some scam to collect phone numbers. I did look at the website
mentioned; but it looked a little suspicious also. Anybody on the list know
anything about this?

>I just received this note that I believe may be helpful. "In a few
weeks, cell phone numbers are being released to telemarketing companies and
you will start to receive sales calls on cell phones. Call this number from
your cell phone 888-382-1222.It is the national Do Not Call list.It blocks
your number for 5 years. Please pass on, here is the online form
https://www.donotcall.gov/register/reg.aspx"
