Chris,

Department of Energy uses the DOE Administrative Schedule 21.3 Pre-Employment Background Investigations; (a) For those approved but not hired - Cut off at the end of the year.  Destroy after cutoff date or date of investigation. (b) For those disapproved for hire - Cut off at the end of the fiscal year.  Destroy 5 years after the cutoff or date of pre-employment background investigation.

If the person is hired the record of investigation is transferred to the employee's personnel file.
